【新唐人2011年3月2日訊】北京的「房產限購」政策出臺後,北京戶口又成了新寵,《淘寶》網上都在熱賣北京戶口。一些專家分析認為,北京的限購政策不能解決房價飆漲的根本問題,是特權思維的再現,政策也明顯違反憲法。
大陸各地政府為了所謂的調控房價,不斷出臺新政策。不久前的北京,出臺了被稱為全國最嚴的「限購」,也就是規定:非北京戶籍居民購房必須在當地納稅或繳納社保5年以上!
不過,上有政策,下有對策。限購令下,《淘寶網》都叫賣起了北京戶口;還有人刻意假離婚、假結婚、假社保等,五花八門。
北京市民馬先生:“房子問題牽扯國計民生的問題,是個大事,政府不把這個問題解決了,國家就不好辦了。”
但《信息時報》報導說,“限購令”只是讓一線城市的房地產成交量萎縮了,並沒有從根本上影響到房價。一線城市的“限購令”,一定程度上成了周邊二、三線城市房價升溫的“集結號”,結果加劇了高房價擴散蔓延,高房價給一線城市帶來的所有問題,在向二三線城市轉移。
北京律師劉巍:“政府想利用限購令的方式來抑制房價,來抑制炒房,沒有從根本上解決這個問題。比如說戶籍、土地問題沒有解決,而且北京的限購令是帶有歧視性的,由戶籍來限制,已經引起很大的爭議了。用五年社會保險作為條件,明顯不公平,遭到很多人抵制。”
專注於中國和新興市場國家問題的經濟學者郭凱認為,北京的“限購令”,它主要區別了本地人和外地人,讓人想起了“特供年代”,把北京戶口變成一個新“特供證”,把北京的住房市場變成“新特供市場”。過去利用戶籍制度,限制人口流動,把人拴在戶籍所在地。戶口本身就是一個“特供證”。這種不公平,現在又被人為的加強了。
而《華爾街日報》則報導說,由於中共政府壟斷土地供應,以及開發商和仲介機構壟斷信息,中國的房地產市場已經不像個“市場”。北京等地推出的「限購令」,更像是「不相信市場」、「不歡迎市場」。從北京相繼出臺的「限購車」和「限購房」政策,讓人不得不懷疑「計劃經濟」思維在死灰復燃。
中國政法大學公共決策研究中心副主任王振宇律師,向國務院法制辦發了審查建議書。王振宇認為:以“戶籍”為標準將人群加以區分,分別予以授權和准入,是行政調控的下下之策,且已到了違憲程度,構成了戶籍歧視。

Economist Guo Kai thinks Beijing's restriction order
discriminate locals and outsiders.

population mobility.
People had to stay in their hometowns.

Wall Street Journal reports, China』s real-estate
market is not a real market any more,
due to CCP』s monopoly of land,
and developers and agents』 control of information.
The restriction orders in Beijing and other cities shows
“no trust of the market” or “welcome of the market.”

suspect the resurgence of a planned economy.
Wang Zhenyu, deputy director of Public Policy
Research Center at Univ. of Political Science and Law
sent a review proposal to State Council Legislative
Affairs Office. He thinks, to distinguish and authorize
people based on 『residence』 is a very bad strategy
for administrative control.
It is discrimination and against the constitution.
