【禁聞】維穩•維生？

【新唐人2011年3月7日訊】中共兩會期間宣佈，中共維護公共安全的支出維穩•維生？預算，首次超出了國防預算，這樣龐大的「維穩開支」，不是用於改善民生、教育或醫療，維護的是甚麼呢？評論認為，中共的「維穩」實際是在對民眾發動一場戰爭！

中共近幾天舉行兩會，3月4號宣佈2011年軍費增加12.7%，多過6011億元。另一方面，中共維護公共安全的支出預算增加到6244億元人民幣，比去年預算增加21.5%，實際數額和增幅都大於國防經費。

時事評論員章天亮：「今年你會看到兩會期間動員73萬人上街。最多是需要花大量的錢......包括手機的監控、在街道上密佈攝像頭，包括很多人去監聽電話等等，這些東西都需要大量的錢，所以我想中共他不管撥款給哪一個方面，實際上他都是在發動一場對人民的戰爭！因為本來他的軍隊不是為了保衛國家的利益、或者是領土完整。」

中共實際的維穩費用在2009年已經超越國防開支。2010年5月27號出版的《社會科學報》報告說，2009年度全國維穩經費達到5140億元，超過了當年的國防預算4807億元人民幣。今年是中共第一次「維穩開支」在「預算上」超過了軍事開支。

去年底，許多網友對於中共的維穩費用如此高已經表示不滿。有網友說：「維穩主要是維護既得利益集團的統治，維穩的經費主要是用來招聘養活從社會上招安來的混混！」

有網友質問：「維穩比國防還重要？」有網友說：「真可笑，一個國家還要專門維穩，那政府執政是幹甚麼的？幹不好就下臺嗎！」 「把官管好，就是最好的維穩。」

和民生數據做對比，2009年中國全國財政收入6.85萬億元，醫療、教育、社保、就業支出僅佔14.9%。相比之下，美國這一比例達到61%。

時事評論員章天亮：「中國的話，他的財政收入佔GDP的30%以上，他拿這30%的錢幹甚麼？其中這30%中的60%是給公務員發工資，你想，剩下來的40%幹嘛呢？還有貪污腐敗的錢，所以我們看到每年中國的三公消費----公款吃喝、公車消費，和公款出國旅遊。這個就9000億，這又佔了它財政收入的將近20%。還有軍費開支。你想想剩的錢…還有多少錢能夠用於教育投資跟醫療呢？」

用於「醫療衛生」的財政比例，印度是中國的2至3倍，美國是中國的5倍以上。美國、德國、俄羅斯的「福利、社會保障」支出約佔財政支出的55%到60%左右，而中國只有15%。另有報導說：中國的「衛生」投入僅佔世界的2%，中國的「民生支出」佔GDP的比例居世界倒數第一。

2010年衛生部副部長黃潔夫說，全民免費醫療每年需1600億人民幣，中國目前不具備這個經濟實力。但這個費用只是「維穩開支」的四分之一，究竟是中國付不起「全民免費醫療」還是中共把原本可以維繫、改善民生的錢拿來「維穩」？

正如一名網友指出：「把老百姓安撫好了，自然就穩定了。把『維穩』的費用用於安撫百姓多好。」

Stability maintenance cost exceeded national defense

In 2009, stability maintenance spending was $78.2 bn,

surpassing the national defense budget of $74 billion.

In 2011, it is the first time that the stability maintenance

budget of surpasses military spending.

Comparing the data on people』s livelihood, In 2009,

China's national fiscal revenue was $1.04 trillion,

but the spending on health, education, social security

and employment accounted for only 14.9%,

while the U.S. spent 61% of its total revenue on these.

What does the CCP do with the money?

60% of it is used for wages for civil servants.

How about the remaining 40%? There is corruption.

We know China's three “public spending” each year:

public spending on meals, transportation and overseas travel,

How much money left for education and health care?"

In terms of health spending as a fiscal revenue percentage,

India spends 2 to 3 times more than China.

U.S. spends 5 times more than China.

U.S., Germany and Russia's welfare and social security

spending is 55% to 60% of their financial expenditure,

while that percentage in China is only 15%.

China's healthcare spending is only 2% of the entire world』s.

China』s expenditure on people's livelihood

as a percentage of its GDP is the smallest in the world.

Deputy Minister of Health Huang Jiefu said in 2010,

public free healthcare needs $26.3 billion each year,

and China currently doesn』t have the financial strength.

However, it is only 25% of stability maintenance budget.
