【禁聞】食品問題頻頻曝 學者:藏高層角力

【新唐人2011年5月20日訊】最近,中國黑心食品頻頻在各大媒體曝光,似乎中共當局的新聞管制有所鬆動。但學者分析,表面看起來,中共致力於解決食品問題,但裡面暗藏著中共高層在十八大前夕的權力鬥爭。

從此前的毒荳芽、地溝油、到瘦肉精豬肉、染色饅頭,神奇“牛肉膏”豬雞變“牛肉”等等,再到最近的膨大劑“爆炸西瓜”、“避孕黃瓜”,以及食品添加劑的濫用,黑心食品在大陸媒體的曝光率似乎有些鋪天蓋地。19號,連遠近盛名的北京烤鴨也上了黑心食品榜。

對頻頻曝光的食品問題,公衆在感到怵目驚心的同時,也産生了中國媒體在食品安全問題的報導上,似乎比以往自由的感覺。

中共國務院食品安全委會辦公室主任張勇,最近稱讚媒體在食品安全領域發揮了重要的監督作用,他的說辭被外界解讀為中共官方的支持態度。

《中國事務》主編伍凡:“中共一向對中國老百姓的食品不重視。老百姓受到損害非常憤怒,現在憤怒這種情緒我想反應到北京高層,他們也感受到了,老百姓憤怒下去的話,中央的政權是非常不穩,他們也不得不在某一個地方要做一些樣子。”

時事評論員林保華認為,中國食品安全問題在媒體的曝光率時高時低,與中國的政治環境有關。例如北京奧運期間,中央就有令,媒體少報或不報,以免影響國際形象。

林保華:“等到這種黑暗面太多的時候,中宣部要發命令了,這種東西太多會影響我們黨的形象,到時外國人都不敢吃東西了。到時又會控制,這東西不能講太多。

最近一段時間,以“打黑”出名的重慶,對“黑心食品”也重拳出擊,有關官方打擊“黑心食品”的行動和成果在媒體頻頻曝光。

林保華認為,目前中共高層各派都想利用解決食品問題來爭取民心。官媒也迎合薄熙來進行宣傳。林保華說,這只是出自權力鬥爭的需要,而不是對民眾生命安全的真正關心。

林保華:“現在表面上找找幾個替死鬼,過一陣還是過去了。目前這種政治制度下,這種特權集權掌控下,根本它的本質就是腐敗,給老百姓製造不安全,不可能解決這個問題。為了收買民心、騙取民眾的心。”

4月底,《重慶晚報》報導,公安查出有姦商以染毒的劣質花椒混在正品花椒中出售,封存5.8噸花椒。

5月初,《重慶時報》報導,重慶市工商局執法人員在一個無牌地下工廠,檢獲一批“豬蹄膀”,含有可令人中毒及致癌的雙氧水、亞硝酸鹽。

接著,《中新網》又報導,重慶市工商局、重慶市公安局等,又查獲了近千只活雞,體內被灌入重晶石粉。

此外,中共中央機關報《人民日報》還在5月9號發表文章,披露中國食品添加劑氾濫,每個成人一天大約吃進八、九十種添加劑。

通過媒體的大肆宣揚,中共總理溫家寶所管轄的國務院在這方面顯得無能。即使溫家寶出言譴責,食品安全問題也沒有絲毫進展,而且情況越來越恐怖。

伍凡指出,報導食品安全問題的自由,可能與中共高層的政治角力相關。

伍凡:“中國食品管理部門是國務院,是溫家寶這一攤在管。重慶多報導有害有毒食品的事件,把它曝光,來發難,來攻擊溫家寶的國務院系統。這是共產黨內部鬥爭的形式。它用這個形式想拉攏老百姓來支持薄熙來,讓他可以高升,並不是真正去解決問題。”

林保華認為,媒體可以自由報導食品問題的時間不會太久。

Black-Hearted Food

Recently, Chinese “black-hearted food”

has been gaining more exposure in major media.

According to scholars』 analyses, Chinese authorities

on the surface are committed to solving the problem,

but hidden underneath is a political power struggle.

From previous poisoned bean sprouts, cooking oil,

pork or beef–turned–chicken, to the most recent

exploding watermelons, contraceptive cucumbers,

and abuses of food additives,

an overwhelming amount of black-hearted food

has been exposed recently. On May 19,

even the famous Beijing roast duck got on the list.

Frequent exposure of food issues shock the public,

but at the same time, many feel that Chinese media

has gained some freedom

in reporting about consumer food safety.

Zhang Yong, director of the Office of Food Safety,

recently praised the media for playing a major role

in monitoring food safety. His remarks were viewed

as support by the Chinese officials.

Wu Fan, China Affairs chief editor: "Authorities

pay every little attention to people's food.

People become angry when they』re decieved.

Now the anger has reached boiling point.

If this anger continues, Beijing』s ruling power

will become unstable. Therefore,

they have to put up a front to appease people.”

Commentator Lin Baohua believes that exposure

of food safety issues by the media

is directly affected by the political environment.

For example, little or no food safety was reported

during the Beijing Olympics

to avoid damaging China』s international image.

Lin: "When negative sides appear too often,

the Central Propaganda Department steps forward.

Too much of this will affect the regime』s image,

and foreigners will not dare eat our food.

Eventually, they will enforce stricter control.”

Recently, Chongqing dealt a heavy blow

after official attacks and actions were reported

in the media about black food,

and their exposure of food safety.

Lin believes that the current party leaders

want to gain popularity by solving food issues.

The media also follow suit. It』s all a power struggle.

There』s no genuine concern for people』s safety.

Lin: "Now on the surface they are looking for a few

scapegoats for a while. The current system is corrupt

and under the control of the privileged.

It only creates insecurity for people. Fooling people

and gaining popularity cannot solve the real issue.”

By late April, Chongqing Evening News reported,

that “Police found genuine wild pepper being mixed

with poor quality ones, and 5.8 tons were sealed.”

In early May, Chongqing Times reported,

“An unlicensed underground factory was found

where pork trotters were marinated with carcinogens,

such as hydrogen peroxide and nitrite.”

ZhongxinNet reported that Chongqing officials

seized nearly a thousand chickens

with barite powder poured into the bodies.

In addition, People's Daily, the official newspaper

of CCP』s Central Committee, published an article

on May 9, disclosing that on a daily basis, people

in China were consuming over 90 types of additives.

Trumpeted by media, Prime Minister Wen Jiabao

appears to be incompetent. Wen』s verbal reprimand

does not help with food safety issues.

And the situation is getting more worrisome.

Wu Fan thinks that freedom of reporting food safety

issues may be related to high level political struggles.

Fan Wu: "Chinese food management department

is under the State Council that Premier Wen Jiabao

is in charge of. Frequent exposure to hazardous

and toxic foods from Chongqing is directed at Wen

and the State Council. This is a way to bring Bo up

and gain popularity for him within the CCP.

This method doesn』t solve the food safety problem.”

Lin thinks, the media in China will not enjoy this

freedom of reporting on food issues for very long.

NTD reporters Chang Chun ,Li Jing and Xiao Yu
