【禁聞】毒奶粉醫療基金是空頭支票？

【新唐人2011年5月21日訊】最近《瞭望東方》週刊對於「毒奶粉醫療賠償基金」去向不明的報導，引起人們關注。目前被軟禁的「結石寶寶」維權領袖趙連海表示，要對基金去向追查到底。並質疑基金是否是欺騙世界的「空頭支票」。

據了解，2008年年底，「中國乳製品協會」牽頭，由22家涉案企業集體出資成立了總額2億元的「醫療賠償基金」，作為毒奶粉受害患兒18歲之前的醫療費用。但是，據結石寶寶家長們反映，沒有人獲得過這筆基金的幫助。

賠償基金在過去兩年多時間裏的賠償情況、管理運作方式、現金餘額都是一個謎。媒體致電中國乳製品工業協會，請求公布一些基本資料。負責人聲稱這是“國家機密”。

目前仍然被軟禁的結石寶寶維權領袖趙連海，本週嚐試出門找相關部門追究基金事宜，但是被警方攔截在家。趙連海告訴《新唐人》，從一開始，「乳製品協會」對於結石寶寶的賠償訴求就非常冷淡，百般逃避。結石寶寶也從沒有得到過賠償基金的救助。

趙連海（結石寶寶維權領袖）：這些錢是為孩子專門設立的。這兩年多來，我們太多的結石寶寶家庭，根本沒有享受到這個資金的待遇。並且我們在這個基金成立的時候，我們也曾經找過他們，進行聯繫，尋求一些幫助。但是都是給予拒絕。並且我們親自登門拜訪的時候，讓保安給我們攔在大門口，就是不讓進去。」

而醫院對於結石寶寶的病情也本著[瞞報少報]的原則，為政府「維穩」分憂解難。普通患兒除了獲得一次性賠償兩到三千元，以後的醫療費用全是自費。

黃勝科（江西結石寶寶患兒家長）：「到哪個醫院複查都說沒有了。現在沒有哪個醫院可以告訴你真正的真實情況。所以你無從下手去治療。不是說我相信，我絕對不相信，但是沒辦法，你到哪裏檢查他都說沒有。 你檢查費用也是自己出嘛。你找誰呀？誰給錢給你？......我們是不知道到哪裏拿這個錢？以後的後續找哪個人？找哪個相關部門？當時簽協議的時候就沒有明確的部門來管這個。」

有家長懷疑這個基金根本不存在。因為沒有人見到過和接受過。趙連海也質疑賠償基金是否是一個彌天大謊？

趙連海：「象是一張空頭支票，一個欺騙大眾，欺騙世界的空頭支票。如果說，不是欺騙，那把這個基金，所有的從現在到成立的當時的憑證，包括這個基金的來龍去脈，去向，哪些企業，哪些單位向這個基金注入了資金，都要一一核實。」

黃勝科（江西結石寶寶患兒家長）：「我也一樣的感覺。可能應該是沒有錢的。你看毒奶粉到現在還有毒奶粉出來，這是甚麼原因呢？那我們還相信他有基金嗎？」

趙連海表示，對於基金的去向，患兒家長們決心追查到底。患兒家長要求，如果出現貪腐行為，相關負責人必須受到法律懲罰。如果沒有貪腐行為，相關單位必須就以往冷漠的態度進行公開道歉，並且允許所有家庭無條件申請使用基金。如果這個錢不夠了，必須無條件進行追加。

趙連海表示，未來兩週內，結石寶寶家長打算找相關部門當面質詢。如果對方拒絕解答，將提請司法機關進行監督執行調查。趙連海說，即使到時候警方將自己攔截在家，其他家長也會行動。

Medical Fund of Tainted Milk: A Rubber Cheque?

Oriental Outlook reported that the compensation fund

for the tainted milk powder victims was missing.

Zhao Lianhai, the “Stone Baby” rights leader said

he would investigate the case to the end.

He questioned whether this fund was a rubber cheque.

Initiated by China Dairy Association (CDA),

a compensation fund of RMB 200 million was established

together with other 22 related enterprises later 2008.

It meant to be used by child victims under 18,

however, according to the parents of “Stone Babies”,

none of them had actually received a penny.

The use details, management and balance of the funds

remained unknown to the public in the past 2 years.

When media called on CDA to release the spend details,

CDA director refused and said it』s a state secret.

Zhao Lianhai, currently still under house arrest,

attempted this week to visit the departments concerned

about this matter, but was blocked at home.

He told NTDTV that CDA avoided any questions

and was reluctant to talk about the funds to begin with.

Child victims had never benefited from the funds.

Zhao Lianhai: The compensation fund was meant to

be used for the children, but none of them was benefited.

over the past 2 years. We came to them for help when

it was established, however, we were turned down.

The securities stopped us at the front door

when we tried to visit the office of the fund.

Hospitals help conceal patients』 conditions,

assisting the government in its social stabilization.

For the ordinary child patients, after they received

a one-time compensation of RMB 3000, they have to

be responsible for all medical expenses themselves.

Huang Tengke (Patient』s Parent in Jiangxi):

None of the hospitals would tell you the truth,

they just concealed the condition, leaving us helpless.

No, of course I don』t believe what they said,

but I can』t find a hospital telling the truth.

And we have to pay to see a doctor,

we are nearly run out, not knowing who to appeal to,

which department to petition to, as it hadn』t even

mentioned who』s in charge in the first place.

Some parents doubted the existence of the funds.

None had ever benefited from it.

Zhao Lianhai too suspected if it』s nothing but a big lie?

Zhao Lianhai: It seemed a defaulted cheque, a lie.

To be justified, it requires transparency of evidence,

from beginning till the end, and the whereabouts of

the expense, which companies involved, etc.

All need to be in detailed scrutiny.

Huang Tengke: I would say so, no, there were no funds

at all. You see, the tainted milk is still being produced,

why? There』s no reason to believe the existence of

the compensation funds.

Zhao Lianhai said the parents are determined to

continue the investigation. Parents said if corruption

was ever found, the people involved must be punished.

The departments concerned must apologize for

their indifference in the past period of time, and allow

all the families to apply for the fund unconditionally.

Additional money should be added to the fund if short.

Zhao Lianhai said victims』 parents will call in person

on the departments concerned in next two weeks.

If refused, they would turn to judicial investigations.

He said that even if he got detained by police at home,

other parents would continue with the actions.
