【禁聞】緩兵計? 烏坎村民暫停示威 觀望

【新唐人2011年12月22日訊】20號中共當局對連日抗暴的廣東烏坎村民作出和解姿態,村民取消了21號示威遊行,村代表林祖鑾孤身進入陸豐市政府和當局談判,中共當局口頭答應了村民的訴求,村民希望當局能兌現承諾,如不然,會再上訪示威。專家分析,這只是中共的心理戰術,烏坎事件不會很快得到最終解決。

21號早上,烏坎村民取消去市政府遊行的決定,在村子路口等待省領導進村談判,但他們始終沒有出現。

村民:「早上要去市政府遊行的時候,就是隊伍已經準備出村了,市政府打電話來說,現在省裡面的人下來,省裡面的人要下來我們烏坎村,我們就沒有上那個市政府遊行,準備在村子路口那裏迎接市班府的人....迎接省裡面的領導,然後在那裏等我們,等到差不多12點多他們都沒有來。」

最後,村代表林祖鑾單獨到市政府和廣東省委副書記朱明國談判,11點鐘左右,林祖鑾從陸豐市政府回來,他在村內記者會上宣佈了這次會談結果。

林祖鑾說,當局答應:兩三天內釋放被抓的3人﹔答應儘快拿出村代表薛錦波的屍檢報告和死因﹔口頭承認村臨時代表理事會的合法性﹔另外,還口頭承諾不抓人,不秋後算帳。

下午2點村民開會,數十名村民代表一致同意取消當天下午的遊行,撤掉村內各橫幅標語。

村民指出,他們知道這是當局的緩兵之計,但還是暫時取消示威給當局一個臺階,希望他們能儘快兌現承諾。

村民:「因為他們之前答應的好多次,口頭上答應過好多次,比如說9.21之後,陸豐政府答應兩個月後可以給出確切的答復,然後會派工作組進村去調查,但是兩個月後甚麼答復也沒有﹔11月21日我們才上市政府,然後上市政府的時候,當時陸豐市表態3天後給出答復,然後3天後基本也是沒有答復。」

村民說,他們之前已經上訪11次,雖然每次陸豐當局都承諾解決,但最後都沒有落實,這次他們一定要等當局落實到位,他們的抗暴行動才會平息。

另一方面,廣東省「黨管武裝工作會議」18、19號在韶關市召開。省委書記汪洋強調:面對新形勢下艱鉅的任務、複雜的環境、嚴峻的考驗,黨管武裝工作必須抓緊、不能放鬆,只能加強、不能削弱。

中國問題專家文昭認為,汪洋所謂的加強黨管武裝,是恐嚇民眾的一種心理戰術。

文昭:「他﹙汪洋﹚表示當局隨時都可以採取強硬的手段,他是給民眾施加這樣一種恐嚇的心理,對於烏坎,其實現在武力鎮壓的政治成分已經非常的高了,對於要效仿烏坎的其他地方,當局可能會在第一時間就拿出最強硬的手段鎮壓,他避免效仿烏坎的這種情況,避免這種成為一種聲浪。」

烏坎村民原本決定21號衝出被圍困的村子,到市政府示威遊行,消息傳出後,廣東汕尾黨政信息網發佈省委副書記朱明國針對烏坎村事件的講話,朱明國除承認「群眾的主要訴求是合理的」外,還表示「理解和原諒」,並且表示「不會追究他們的責任」,不過他特別點了村民代表林祖鑾和楊色茂的名字,警告說,「有重大立功行動,可既往不咎」,但「繼續煽動村民與政府對抗,死心塌地為境內外敵對勢力利用,必當追究」。

文昭:「共產黨沒有那麼強勢的手腕了,它不太會像文革或者八九時候那樣去處理事情,但是對於像這種影響已經非常大的,像烏坎村這地方,它會比較慎重處理,但是對於其他地方,剛剛露頭想去效仿(烏坎),它還沒有造成影響,它會在第一時間就把它壓下去。」

文昭表示,中共也擔心那麼多村民以死相拼,會在國際上造成巨大影響,但中共如果同意村民的條件,就要懲辦一批腐敗官員。文昭認為,烏坎事件不會很快得到解決,可能會延續一陣子。

Wukan Villagers Suspend Protest While Waiting for Government to Deliver on Their Promise

On the 20th, the Communist regime made conciliatory

gestures towards the uprising in Wukan village of Guangdong,

in response, the villagers canceled the march scheduled

on the 21st.

Lin Tsuluang went alone to negotiate with Lufeng City

Government on behalf of the villagers.

The authorities verbally agreed to the demands of the villagers.

The villagers hope the authorities can deliver on

their commitment, otherwise, the march will resume.

Expert analyzed that this is only the CCP's psychological

tactics, the Wukan incident is not going to get resolved quickly.

On the morning of the 21st, Wukan villagers canceled the

decision to march to the city government,

and instead waited for provincial leaders at the entrance of

the village. However, the authorities never showed up.

A Villager: "In the morning, during the procession to the city

government, the team was ready to march out of the village,

and the city called and said the provincial people are

on their way to Wukan village.

We thus did not march on, but instead got ready to meet them

at the village entrance, to meet the provincial leader.

We waited and waited until past 12 o'clock,

and they never showed up."

Finally, village representative Lin Tsuluang went alone to

negotiate with Guangdong Provincial Committee Zhu Mingguo.

Lin Tsuluang returned from Lufeng city at around 11 o'clock

and announced the outcome of the talks at a press conference.

Lin Tsuluang said, the authorities agreed that the three people

arrested will be released in two or three days and

the autopsy report and cause of death of village representative

Xue Jinbo will be made available as soon as possible.

They also verbally recognized the legitimacy of the village

temporary board council.

In addition, the authorities orally promised not to arrest people,

and not to investigate the responsibility and blame afterwards.

Villagers met at 2 pm and dozens of village representatives

agreed to cancel the afternoon's march, and remove banners in the village.

Villagers indicated that they know this is the delaying tactic

of the authorities,

but they still temporarily canceled the demonstration

to give the authorities a chance and hoped they honor their commitments as soon as possible.

Villagers: "Because they verbally promised many times,

for example after Sept. 21, the Lufeng government promised

to provide an exact answer in two months and

then dispatch a task force to investigate in the village.

But two months later there was no answer;

November 21 we went to the government, and Lufeng City

stated the reply would be out in three days,

and then basically there was no reply after 3 days."

Villagers said that they petitioned 11 times, although each time

the Lufeng authorities promised to resolve the issue, but didn』t.

This time they will wait for the authorities to deliver exactly

what they have said to completely stop the villagers』 protest.

On the other hand, "Party Control and Arms Forces work

conference of Guangdong Province" was held in Shaoguan City on the 18th and 19th.

Party Secretary Wang Yang stressed in the meeting,

“Facing an arduous task, complex environment, and severe test,

Party Control and Arms Forces work must pay close attention,

cannot relax, and can only be strengthened, not weakened.

China affairs expert Wen Zhao believed that Wang Yang』s

so-called enhanced Party Control and Arms Forces work is a psychological tactic to intimidate people.

Wen Zhao: "He (Wang Yang) indicated that the authorities

will always be able to take tough measures,

he is exerting a psychological threat to the public;

as for Wukan, in fact, politically the possibility to be

suppressed by the arm forces is very high,

and elsewhere to follow Wukan may be treated immediately

with the strongest means of repression by the authorities,

he meant to avoid situation of Wukan follower, to avoid this becoming a wave."

Wukan villagers decided to break out of the besieged village

on 21st, and to march to the city government.

After the news was out, the Party Information Network

of Shanwei, Guangdong released

Guangdong province party secretary Zhu Mingguo』s speech

addressing the Wukan incident.

Zhu Mingguo recognized that “the main demands of the

masses are reasonable;”

indicated (he) “understands and forgives,” and

also said “will not hold them responsible.”

However, he mentioned village representatives Lin Tsuluang

and Yang Semao and warned that

“if there is great merit action, bygones can be bygones,”

but “they will be held responsible if they continue to incite the villagers against the government,

and commit to work for foreign hostile forces domestically."

Wen Zhao: the Communist Party is not stifling as strong as

it did during the Cultural Revolution or 1989.

Matters with effects already as large as this, like Wukan village,

it would be handled more carefully,

but other villiages that intend to follow (Wukan),

will suppress it immediately even if their aren』t any effects there yet.

Wenzhao said that the CCP is worried that so many villagers

are ready to risk their lives which is causing a tremendous impact in the international arena,

but if the CCP agrees to the villagers demands,

it will have to punish a group of corrupt officials.

Wenzhao believed that Wukan incident will not be resolved

quickly, and may continue for a while.
