【新唐人2012年2月9日訊】敘利亞自去年3月爆發民眾抗議以來,已經有5千多人死亡,其中包括400多名兒童,大陸媒體報導,在敘利亞問題上,中共外交擁有道義制高點和足夠的自信。不過,敘利亞政府軍繼續屠殺反對派。學者認為,中共否決聯合國安理會制裁阿薩德政府議案,是建立在落後的主權國家觀念,而人權是當今國際社會優先考慮保護的價值觀。
敘利亞局勢進一步惡化,傷亡人數每天在不斷增加。聯合國方面表示,自去年3月以來,敘利亞阿塞德政府的鎮壓行動已經造成超過5,400人喪生。
活動家說,聯合國安理會沒有通過一項譴責敘利亞政權的決議後,敘利亞當局對反對派的殘酷鎮壓升級。
聯合國安理會4號晚間,對制裁敘利亞政府屠殺抗議民眾的決議案進行投票,結果13票支持,擁有否決權的中國和俄羅斯反對,決議案被否決。
中俄否決議案遭到外界強烈譴責。8號,中共喉舌《人民日報》一篇文章提出,在敘利亞問題上,中共外交擁有道義制高點和足夠的自信。
美國「紐約城市大學」政治學教授夏明認為,中共否決聯合國安理會議案,是建立在落後的主權國家觀念,中共所謂外交擁有道義制高點,是指不干預各國的內政。但聯合國等國際社會對於全球各地人民受到屠殺和傷害,卻認為有義務保護。
夏明:「大家可能注意到了,敘利亞的局勢惡化,是在其他的國家干預無效的情況下繼續惡化,也就是阿拉伯聯盟國家,和敘利亞的許多周邊國家,他們也都派了視察團、也都派了觀察團到敘利亞去,那麼敘利亞的總統阿薩德,他表面上他會停止動武,停止對人民的屠殺,但屠殺還在進行,在這種情況下,才會由聯合國來干預。」

夏明指出,中共道義制高點並不是真正為了敘利亞人民著想,而是擔心自己的獨裁政權在茉莉花革命的浪潮中瓦解。
夏明:「敘利亞的阿薩德政權現在搖搖慾墜,顯然茉莉花革命的一個重要的一個接軌,所以對中國(中共)來說,中東國家發生茉莉花革命對中國的震撼也非常大,如果茉莉花革命會不斷的繼續開花、繼續結果,更多的國家在茉莉花中變成民主化,那麼顯然對中國(中共)的壓力會更大。」
英國廣播公司(BBC)消息,2月6號,多名示威者揮舞著敘利亞反對派的旗幟,抗議中共否決安理會要求敍利亞總統巴沙爾•阿薩德下臺的決議案。示威民眾向使館投擲石塊,一些玻璃窗被擊碎,民眾還在大使館牆上塗鴉。
示威者指控,正因為中共和俄羅斯當局反對國際制裁,才導致霍姆斯市2月5號再次發生屠殺事件,敘利亞政府軍轟炸霍姆斯,導致50人死亡。
法國外交部發言人7號表示,法國決定召回法國駐敘利亞大使。在此之前,意大利、英國與美國已經召回駐敘利亞大使。

Syria: Human Rights or Sovereignty
More than 5,000 Syrians have been killed,
including 400 children, since protests broke out last March.
The mainland China media reports the PRC possesses high
moral ground and sufficient self-confidence in Syrian's issue,
even though the Syria's government continues
to kill the opposition.
Scholars criticize that the Chinese Communists vetoed the
Syrian resolution of the UN Security Council based on the concept of sovereignty.
However, human rights protection takes the lead
in today's international community.
Syria's situation is deteriorating with increasing casualties
every day.
According to the UN, the Bashar al-Assad government
has killed more than 5,400 Syrians since last March.
The activists said that the brutal repression of opposition
has escalated since the failure of Syrian resolution.
In the evening of the 4th, the UN Security Council voted on the
Syrian resolution against government's massacre of protesters.
13 members voted in favor of the resolution,
while China and Russia vetoed.
The vetoes from China and Russia have been strongly
condemned throughout the world.
On the 8th, the Communist Party mouthpiece People's Daily
responded in an article stating that PRC has high moral ground and enough self-confidence in the Syrian issue.

Political science professor Ming Xia of the
City University of New York comments that
Communist China's veto on the UN Security Council resolution
was based on an outdated concept of sovereignty;
the so-called high moral ground in its foreign affairs
is to stay out of the internal conflicts of other countries.
However, the UN and the international community around the world
believe in the obligation to protect people from being killed and injured.
Ming Xia: "We may have noticed the escalating
deterioration in Syria has continued due to the failure of interference from other countries.
The Arab League countries, and many of the neighboring
countries of Syria, have all sent teams of investigations and observations to Syria.
On the surface, the Syrian President Bashar al-Assad,
seems to stop the use of force, and stop the massacre of the people,
but the killing continues, that's why the UN came to intervene."
An Internet user comments: If only intercept petitioners with
violence is also considered high moral ground,
I suggest the ones who veto experience the life of a Syrian and
the so-called nice government of al-Assad's.
Ming Xia points out that the Chinese Communist high moral
ground is not about the Syrian people,
but the collapse of its own dictatorship in the wave of
jasmine revolution.
Ming Xia: "Syria's Assad regime is now crumbling.
It is clearly a continuous effect of the jasmine revolution.
The jasmine revolution in Middle East has shocked China.
If the jasmine continues blooming and seeding, consequently,
more countries will democratize. It obviously puts great pressure in the CCP."
According to BBC Chinese, on February 6, around 50 protesters
crowded outside the Chinese embassy in Tripoli to show their anger
over the decision by the Chinese regime to veto a
UN Security Council resolution that would have urged Syria's ruler Bashar al-Assad to step down.
They brandished the Syrian-opposition flag while pelting rocks
to smash its windows. Some graffitied the walls of the compound.
The demonstrators accused the vetoes of China and Russia of
causing bombing in Homs once again on February 5th which took 50 lives.
French Foreign Ministry spokes on the 7th to recall the
French ambassador to Syria.
Prior to this, Italy, Britain and the United States
have recalled their ambassadors to Syria.
