【禁聞】中共各派重慶角鬥 鹿死誰手？

【新唐人2012年2月20日訊】「王立軍事件」發生後，重慶政局風雲變幻，人事調動頻繁。江澤民外甥邰展日前接任市政府副秘書長一職，而團派人馬關海祥則在稍早前已出任重慶公安局黨委書記。各派系人馬決戰重慶，鹿死誰手難料。有評論指出，薄熙來「日薄西山」，江派也已是強弩之末，各派激鬥將使民衆更能看清中共本質，令它走向解體。

2月17號，重慶市政府公眾信息網發佈消息，市政府副祕書長丁先軍等人被免職，由曾任國家工商總局直銷管理局副局長的邰展接任。

邰展是江澤民堂妹江澤玲的兒子。有報導披露，邰展因炒作房地產而虧空1150萬元人民幣，僞造了「揚州港展房地產開發有限公司」的公章，將某港商的45套住房抵押給工商銀行，案件被港商告上廣陵法院而於2000年3月審理，但由於江澤民的關係使案件在審判時受到層層阻力，最後被迫中止審理，邰展沒有受到任何處罰。

原「東北大學」法學教師劉國華認爲，江澤民為求自保決定犧牲薄熙來，但居然把劣跡斑斑的邰展塞進重慶，說明江派已是強弩之末。

劉國華：「在重慶的事件上把這個人加以任命，我認爲這是一個過渡。説明江澤民作爲已經失勢的中共前領導人，他現在也沒有更合適的人選，那麽他只好任命一個以前有過劣跡的。江澤民現在是以圖自保，他也沒有更多的辦法。」

黑龍江經濟學者、自由撰稿人廖誠認爲，邰展插足重慶表明薄熙來已經日薄西山，中共激烈的內鬥已經完全呈現在全中國人民面前。

廖誠：「原來保薄的像江澤民也考慮到很多事情，沒法再繼續保了，因爲這個給整的太大件事了，太漏骨了，太惡劣了。被撤的官員越多，意味著就是內鬥越激烈。惡鬥越推向前臺，中國人民越能醒悟，越能分辨是非。」

稍早前，團派色彩濃厚的重慶市江津區原區委書記關海祥，已出任重慶市公安局黨委書記。

有觀察認為，中共中央如此快刀斬亂麻的安排關海祥上陣，強勢主導的意味特別濃。而重慶江津區是關海祥正式從政的第一步，他的行政歷練並不豐富且毫無公安領域經驗，這次能快速上位，顯然是他的團派背景深獲中央信任。

此外，美國「華盛頓自由燈塔」網站引述美國官員的話透露，目前中共負責公檢法的政治局常委周永康正把持重慶工作。

有評論說，由於薄熙來在重慶打黑過程中，也掌握了不少周永康的不法證據，周永康受他牽制並沒有執行由江澤民出面達成的「整肅薄熙來」方案。分析認為，一旦薄熙來曝光手中的材料，下一個被江拋棄的棋子就是周永康。

而這幾天來，重慶媒體對薄熙來的動向報導，顯示薄熙來不甘被北京「整肅」，繼續和周永康一起操控重慶。

廖誠：「隨著中共的團派與江派的內鬥更加激烈，左派與右派的鬥爭也一樣推向了前臺。它這種鬥爭越激烈，就越暴露了它的本質，越能讓人們看透中央表面是和諧，背後不和諧。」

劉國華也認爲，各派繫在重慶的角力勢必引發中共更大的內訌，中共由此將會慢慢的走向解體。

Who Is the Winner of the Competing Chinese Communist Factions in Chongqing?

After Wang Lijun's incident, Chongqing is experiencing

political vicissitudes with frequent transfer of personnel.

Jiang Zemin's nephew, Tai Zhan, recently took over the

Municipal Government Deputy Secretary-General post.

Earlier, Guan Haixiang of the Communist League faction

had been appointed to the same position.

The winner of the Factions battle in Chongqing has yet to be

decided. It is said that both Bo Xilai and Jiang are near their end;

this faction fight will reveal the true nature of the CCP ever

so clearly to the people and the CCP will disintegrate.

On February 17th, a Chongqing government news release stated

that the Municipal Government Deputy Secretary-General,

Ding Xianjun, was removed and replaced by Tai Zhan, the former

deputy director of State Administration for Industry and Commerce.

Tai Zhan is the son of Jiang Zemin's cousin, Jiang Zeling.

Reports disclosed that Tai Zhan once had a deficit of 11.5

million yuan due to real estate speculation, forging the seal of

the Yangzhou Port Development Real Estate Development Co.,

Ltd., and mortgaging 45 housing units of a Hong Kong enterprise to the Chinese bank, ICBC.

The Hong Kong businessmen involved filed a lawsuit in

a Guangling court.

During the hearing in March 2000, this case met with

resistance due to Tai Zhan's relationship with Jiang Zemin.

The trial was finally forced to be suspended, and Tai Zhan

was not subject to any penalties.

Former Northeastern University Law Professor, Liu Guohua,

believes that Jiang's faction is near its end according to the fact

that Jiang Zemin decided to protect himself by sacrificing

Bo Xilai and arranging the notorious Tai Zhan in Chongqing.

Liu Guohua: “I believe Chongqing's personnel arrangement

is a transition.

It is clear that Jiang Zemin, as the disgraced former

Communist Party leader has no better candidate and

had to appoint someone who has had misdeeds.

With little option, Jiang Zemin is protecting himself.”

Liao Cheng, a Heilongjiang economist and freelance writer,

indicated that Tai Zhan's involvement in Chongqing shows

Bo Xilai's time coming to an end and the fierce internal

struggle of the Chinese Communists has been fully exposed to Chinese people.

Liao Cheng: “Jiang Zemin was originally Bo's supporter.

He has to take into account many things, and can not continue

to do so. This is a huge matter; it's too obvious and alarming.

The more officials being withdrawn from their posts,

the more intense the infighting.

As the battles are being pushed to the front,

more people will wake up and distinguish right from wrong.”

Earlier, Guan Haixiang of the Communist League faction

had been appointed as the party secretary of Chongqing Public Security Bureau.

Some observers believe that the quick arrangement of Guan

Haixiang by the CPC Central Committee is a strong indication of CPC's desire to lead.

Guan Haixiang was first appointed the party secretary of

Jiangjin district of Chongqing as his first step into politics.

Without much administrative experience and with no public

security experience,

his quick promotion indicates his background with the

Communist League faction is trusted by central authorities.

Meanwhile, Washington Free Beacon reported that

according to a U.S. official,

Zhou Yongkang, China's highest ranking security official and

member of the nine-member Standing Committee of the Politburo, has taken control of Chongqing.

It is said that Bo Xilai has evidence of Zhou Yongkang's

unlawful activities.

Because of this, Zhou Yongkang did not carry out the

“purge Bo Xilai” instructions sent from Jiang Zemin.

It is believed that once Bo Xilai exposes the evidence,

Zhou Yongkang will be the next to be discarded by Jiang.

According to the trend of Chongqing media reports about Bo

Xilai, Bo is not likely to be expelled by Beijing and continues to work with Zhou Yongkang to control Chongqing.

Liao Cheng: “With the intensified fights between the Chinese

Communist Youth League faction and the Jiang faction, this struggle is also pushed to forefront.

The more intense the struggle gets, the more the nature of the

CCP is exposed, and the more we will see through the superficial harmony and realize the discord behind it."

Liu Guohua also believes that the faction's fight in Chongqing

is bound to lead to more infighting in Communist China, and ultimately the disintegration of the CCP.
