【禁聞】中央主導 關海祥接掌重慶公安局

【新唐人2012年2月20日訊】喧騰多天的王立軍事件，又有新的發展，江津區委書記關海祥，以重慶公安局黨委書記身份出席重慶春季打黑部署會議。有傳聞說，關海祥的調任與湖南省委書記周強即將入主重慶有關。中央強勢主導重慶人事佈局，恐怕衝擊薄熙來進入政治局常委的夢。

現年42歲的關海祥，2009年從共青團中央「空降」到重慶，行政歷練不長而且毫無公安領域經驗，卻接掌公安局長要職，顯然是團派背景獲得中央的信任。而他是否繼續「打黑政策」，將是外界觀察薄熙來能否在18大更上一層樓的重要指標。

由這次重慶公安局人事調整，可以看出中央強勢主導的態勢，不過官方並沒有公布人事調整消息。

深圳獨立作家朱健國表示，發生王立軍這件事情，中央肯定是要安排忠於北京的人進去牽制，所以關海祥出任重慶市公安局長順理成章。他估計，接下來還會有更大、更有份量的人在重慶出現。

朱健國：「我想關海祥有這個團派的背景，本身是空降到重慶的，他從沒有接任過公安局長的時候，他的到來就意味著要加強對重慶的摻沙子、挖牆腳來牽制薄熙來。」

而關海祥是不是會延續王立軍的「打黑政策」，也是各界關注的焦點。「上海交通大學法學院」教授童之偉認為，目前關海祥應該不可能做出大的不同動作。

童之偉：「但是呢，如果是薄熙來他們重慶市黨委，覺得有必要糾正過去一些偏頗的做法，認為這些做法，王立軍矇蔽了市黨委，那麼在這種情況下他做一些糾正，把一些比較典型的錯案糾正過來，在領導中還是比較能夠爭取民心的。」

2月6號，重慶市副市長王立軍向美國駐華領事館提供中共中央最高權力間鬥爭的資料，並尋求庇護。王立軍最後被帶回北京，這事件已經被北京定調為「極為嚴重的政治問題」。

王立軍案，由北京直接處理，薄熙來很難插手，但是承擔部分政治責任是避免不了，從官方網站流出的種種訊息，也都對薄熙來不利。薄熙來原本想在今年10月舉行的中國共產黨第十八次全國代表大會上，進入下屆最高領導班子的夢，可能也將因此破滅了。

CCP Nominates New Chongqing Top Cop

The heated Wang Lijun incident is still under the spotlight, with its repercussions progressively taking place. According to sources, Wang's police chief post in Chongqing has been taken over by Guan Haixiang. Guan was the Chinese Communist Party (CCP) secretary of Jiangjin District in Chongqing.

Yet CCP Chongqing authorities steered clear of the nomination. Unconfirmed information states that Guan’s position change is related to Zhou Qiang's pending reign in Chongqing. Zhou Qiang is the CCP Secretary of Hunan province.

CCP's central leadership change in Chongqing may impact adversely Bo's pursuit of CCP Politburo Standing member.

Chongqing sources said that Guan Haixiang was named as new police chief of Chongqing. Guan, aged 42, was the former CCP Secretary of Jiangjin District in Chongqing. In 2009, Guan was dispatched from the CCP Central Communist Youth League to “fly in” Chongqing. Lacking administrative experience and background in public security, Guan was deemed to get trust from the CCP central. Will Guan continue to enforce the anti-vice campaign? This seems a key indicator for Bo's career at CCP' 18th congress.

The leadership change of Chongqing Public Security Bureau reflects the dominant attitude of the CCP central committee. The personnel changes news are not yet officially released.

Zhu Jianguo, Shenzhen-based independent writer, reviews the Chongqing's leadership shift. Since Wang Lijun's incident, the CCP central committee

will arrange people loyal to Beijing as a check, says Zhu. Thus, the nomination of Guan Haixian as Chongqing's top cop stands to reason. Zhu Jianguo analyzes that figures carrying more weight are expected to be seen in Chongqing.

Zhu Jianguo: “In my view, Guan Haixiang is of the (CCP) League fraction, a 'Fly-in' official in Chongqing. His previous nomination in Chongqing had indicated a check on Bo Xilai's power locally.”

Will Guan proceed Wang Lijun's anti-vice policy? The question becomes a focus of public attention. Tong Zhiwei, Law School Professor at Shanghai Jiaotong

University, thinks Guan will not make a big change.

Tong Zhiwei, “CCP's Chongqing Municipal Committee may feel necessary to correct some previously biased practices. For example, if they think Wang Lijun deceived the Municipal Committee, they'll put right typical cases of wrong charges. If they do so, such practices can fairly gain support from the people.”

On Feb. 6, Chongqing vice Mayor Wang Lijun handed data about CCP's top-level infighting to US consulate in Chengdu. Wang sought political asylum to the US,

but was finally taken back to Beijing. Wang Lijun's defection had set the tone

as a “very serious political issue” by the Beijing regime.

Now the CCP central committee directly handles the case of Wang Lijun, Bo's intervening is impossible. Yet for Bo is hard to escape partial political liability. Concerned official websites published massages against Bo. Bo's dream of career rise into the CCP top leadership at the 18th congress this October seems to get shattered.
