【禁聞】中共國防開支續增長 達6702億

【新唐人2012年3月5日訊】3月5號召開的中共「兩會」,預計將公布2012年度的國防預算,中共人大發言人李肇星聲稱,2012年中共國防開支將達到6702億元人民幣,比去年增加了676億元人民幣,上升了11.2%。中共軍事預算在世界上位居第二,僅次於美國。在20多年間,中共軍費幾乎是不間斷的保持了兩位數的增長。此前出席全國政協會議的軍方高層代表聲稱,中國增加軍費不怕外界炒作「威脅論」。有分析認為,即便沒有美國重返亞洲的新戰略壓力,今年中共當局仍然會繼續大幅增加國防預算,中共的軍事擴張野心從來都沒有改變過。

北美政論家文昭指出,中國的軍費增長速度在全世界都是非常罕見的,而且存在數額龐大的隱形軍事開支。

北美政論家文昭︰「所以說他這個國防預算裡邊,基本上不包括這麼幾個部分,第一個部分就是典型的現代化武器的發展,我剛才說的航空母艦,隱形戰機,核潛艇還有新型的戰略核導彈。第二部分是對外軍事採購沒有包括在這筆賬裡面,像俄羅斯這些國家採購的一些武器,整套武器系統和備件沒有包括在這裡面。第三部分,就是準軍事組織的開銷,中國有很龐大的所謂武警,他其實也是一種軍事體系,那這種開支也沒有包括在國防預算裡面。」

日前出席全國政協會議的一批解放軍將領表示,中國要「根據經濟發展和國防需要」增加軍費。

美國「南卡羅來納大學」教授,經濟學家謝田對這種說法表示質疑。

經濟學家謝田︰「(中國)經濟沒有真正的強有力的實質性的增長,而是虛假的泡沫,而軍費實際上增加的話,那就造成了軍費佔國民經濟總產值比例越來越高,換句話說對中國老百姓的負擔越來越大,中國就會慢慢走上一種窮兵黷武的這樣一種國家的狀態。這對中國老百姓來說是巨大的負擔,對世界和平來說也是一個巨大的威脅。」

中國《新聞社》的報導引述解放軍中將孔瑛的話說,中國增加軍費不怕外界炒作「威脅論」。近年來中國與日本在釣魚島的歸屬問題上的衝突,以及與越南、菲律賓等鄰國的領海爭議,令亞太國家倍感中共軍事威脅。為此,奥巴馬多次向亞洲盟國保證,美國將繼續留駐亞太地區。美國國防部也表示「將重新恢復亞太地區(軍力)平衡」。

北美政論家文昭:「實際上不管美國他的戰略重點往哪裏去調整的話,他(中共)的軍事擴張的步伐是不會減緩的,只不過美國可能重返亞洲的話,對他刺激強了點,他可能壓力緊迫一些,他有些工作會做的步伐更快一些,即使沒有這些事,他的軍費增加,他的軍事擴張的步伐還是會加速的。」

中共解放軍中將孔瑛還聲稱︰「中國軍費開支比美國等國家少得多」,但外界分析認為,與美國不同,中共增加軍費是出於獨裁目地和向外擴張的野心。如最近中共為了國內維穩,投入的經費已經超出軍費開支。

謝田進一步指出,相反的,美國保持一定實力的軍事力量,對於獨裁國家能起到有效的制衡作用。

經濟學家謝田︰「作為世界警察,要維護世界和平的話,美國顯然需要維持龐大的軍事支出,比如他要維持11艘航母的艦隊,在世界各地來能保持武裝力量的投送,保持戰略的威脅,這樣使得那些極權主義,獨裁主義和共產主義的國家的力量不敢蠢蠢慾動,我覺得這對世界和平真是有好處的。 」

至於中國的國防是否真的需要增加軍費,謝田認為,這應該由民意來決定。

經濟學家謝田︰「實際上是一個政治的問題,這是一個國民的體制的問題,就是國家資源如何分配的問題。不能隨便的任由的讓軍方的力量來這樣要求,實際上應該由立法者,類似國會這樣的機構,民意代表的機構來決定軍事的運轉。」

文昭指出,在民主國家,福利性開支是政府支出中最主要的部分,而中國的教育,福利以及跟民生直接有關係的支出,跟軍費增長是不成比例的。

CCP’s Military Expenditure Continuingly Hikes: Bringing to 670.2 Billion Chinese Yuan

On the two March 5th CCP congresses, China’s national

defense budget of 2012 is expected to be announced.

Li Zhaoxing, Speaker for China’s National People’s Congress,

declared that in 2012, China’s national defense expenditure will amount to 670.2 billion Chinese Yuan.

It has increased by 67.6 Billion Chinese Yuan

and 11.2 percent compared to last year.

China ranks second in the world's biggest

defense budgets next to America.

In the past 20 years, the CCP’s annual military

spending has been increasing sharply.

Representatives of China’s senior military officials claimed

that China will continue to increase its military spending

and is not afraid of the overwhelming criticisms

of “China is threatening the world”.

Some analysts points out that even without the pressure

from America’s new strategy on Asia-Pacific,

this year the Chinese regime would still increase its budget

on national defense.

The ambitions of China on military expansion

have never changed.

North American political commentator Wen Zhao said

the speed of China’s military expansion is very rare among all

the countries in the world.

In addition, there is also a huge amount of non-publicized

military expenditure in China.

Wen Zhao: “The defense budget excluding these few parts,

first is the developing of typical modern weapons,

the aircraft carriers, stealth fighters, nuclear submarines and

also new strategic nuclear missiles.

Secondly, the foreign military procurement: excluding

some of the weapons from Russia's,

the full set of weapons systems and spare parts are not

included in there.

The third part is the cost of paramilitary organization of

the overhead, there are very large so-called armed police,

it is actually a military system, and this expenditure

does not include in the defense budget.”

Some Chinese military generals have attended the

Chinese People's Political Consultative Conference.

They claim China will increase military spending according

to economic development and national defense needs.

Xie Tian is a Professor and economist from the University

of South Carolina. He expressed doubt at the claims from the military generals.

Xie Tian: “The growth of China’s economy is neither

substantial nor strong, but full of bubbles.

Meanwhile, if China keeps increasing its military spending,

it will account for a bigger and bigger proportion of the national total production value.

In other words, ordinary people will have

to take the consequences.

The way China abuses its money on military expansion

will bring a huge economic burden to ordinary people.

It is also a big threat to universal peace.”

State media Xinhua quoted General Jiang Zhongying.

China will continue to increase its military spending and is not

afraid of the criticisms of “China is threatening the world”.

In recent years, the conflict of China with Japan on the

ownership of the Diaoyu Islands and the territorial disputes of China with Vietnam and Philippines has occurred.

This has made Asia-Pacific countries feel threatened

by China’s military power.

Regarding this, Obama promised many times to Asian allies

that America will continue stationing in the Asia-Pacific area.

American Department of Defense has also declared that

America will help recover military balance in the Asia-Pacific.

Wen Zhao: “No matter how America adjusts its strategy,

China’s military expansion will not slow down.

The pressure from America’s new strategy on Asia-Pacific

only stimulates the CCP to speed up its military expansion.

Without the pressure, CCP will still increase its military

spending. It will never slow down its military expansion.”

CCP’s military general Jiang Zhongying claimed: “China’s

military spending is a lot less than that of America’s or other countries.”

However, different from the U.S., some analysts indicate

China increases its military spending to maintain its autocracy and aggression.

CCP’s expenses on “maintenance of stability” within China

are already more than its military spending.

Xie Tian: “On the contrary, for America to maintain military

power, it can help restrict threats from autarchic countries.”

Xie Tian: “As the world’s police, America has to have a huge

amount of military expense to defend world peace.

For example, it has to maintain 11 aircraft carriers to make

sure that armed forces can be transported anywhere needed.

America needs to maintain its military power so that

totalitarian, authoritarian and communist regimes wouldn’t take a chance to threaten the world.

I think it’s beneficial to the world peace.”

Xie Tian thinks whether China needs to increase its military

expansion should be decided by public will in China.

Xie Tian: “It is actually a political issue.

It is an issue related to regime system.

How to allocate national resources cannot

be simply decided by China’s military side.

In fact, it should be decided by some structure

similar to American Congress.

Military spending should be decided by public will.”

Wen Zhao pointed out that welfare expenditure is the most

important part of government spending in democracy.

However, in China, the spending on education, welfare

and other aspects related to people’s well-being are not even comparable to increasing military expenditure.
